Are free English lessons practical to immigrants?

British government has proposed to continue offering free English lessons to immigrants but do they really find them practical in helping them to integrate? According to a report by Commission on Integration and Cohesion, barriers include lack of knowledge of their rights and responsibilities, non-recognition of qualifications and many more.
